Yes and no. You buy it one time and you get 1 time the shinies. (For me it was the hireling).
So if you want it on another Server you have to buy it there too.

I jusy wished this thing was tradeable between people on the same server so we can gift it to deserving newbs.

My problem with the perma hire is that there is only one. If it is lost accidentally or however, there is no way to recover the item. Replacements of hires from expansions can be recovered by visiting the appropriate dragon in the hall. It is also B2A which is good, but siince there is only one you have to pass it around via the shared bank and can only be found on one toon at a time.

So far, I’ve only bought the old version of the starter pack, but the hireling should be BTA also on the new pack, and you can buy the pack multiple times on the same server. So, it’s not really a problem if you lose the hireling on one character for some reason, as long as you have enough points.

I don't know how it works with the new starter set, but in its original incarnation, you got a new set of everything on each server, which includes the Hardcore league server when that comes up. So every HCL, I get a new copy of Elieri and some XP potions.
