Has anyone tried this yet?
Would wild magic surges happen on lightning strikes?

I havn't tried that combo of classes yet but from playing a pure Stormsinger and a mixed 2Monk/4WM/5Alch (atm) character I would speculate that it should if the game considers the lightning proc as a spell cast by you.

Wild magic procs requires actual cast animations (to prevent snap shots) so even if by some weird off-chance they were considered spell casts, the lightning procs wouldn't trigger surges (and proc'd attacks aren't supposed to trigger additional procs or you'd get some wild recursive stuff happening). Any spell you actually cast however will trigger surges on a stormsinger chaosmancer.

The stormcloud SLA is pretty sweet on a Stormsinger.

I do not believe so. But having access to immunity striping from the racial tree on either cold or lightning is a nice option.
