Unfortunately, no, IoD customizable artifacts much better and new 5-filigrees slot - even more better. It's why i use Legendary, not Perfect.

If they just made it a “lesser” artifact where it doesn’t count as one of your artifact items it would be perfect. The extra 4 filigrees are meh but … on the other hand they should jack up the minimun level to 34.

Eh, don't waste your time. It seems really good on paper until you notice the Night Hag's Heartstone is another really, really lackluster minor artifact. Sucks because the set could be really good(rare way to get +3 artifact without a chest piece). But as a minor artifact at 31 its not good enough to displace dino bone.
Most of the really lame minors are just a standard legendary with 1 extra augment slot and the filigree slots. So why not a "bum" augment that switches off filigrees?
Still be nice if they made these things BtA. They're fun to collect but most are not good enough to wear.

My proposal;
The perfected version has the upgraded stats & 3rd augment slot but isn't an artifact. It costs the same resources as before.
You can turn it into an artifact with the addition of another upgrade, but it's just a stack of siberys dragonshard fragments because we may as well have another use for them & it's not exactly hard to find the things.
Have the ability to downgrade an existing artifact version to the new non-artifact perfected version.
Make it bound to account regardless of whether it's an artifact or not.

Yeah. But it is still a minor artifact. And not a good one. Which means its going to displace a much better piece of gear. If it were only not a minor artifact it'd be pretty decent.

Technically yes you could use the other 3 but I'm hard pressed to think of a build that gains any benefit from all 3 of the others.
If the hag stone were only NOT an artifact it'd be a pretty neat set.

5, because here Ring 1 and Ring 2 slot present, and you can use both for gain set bonuses.

wearing the same ring twice is even more useless than wearing an item which gives you a stat bonus you don't need.

Unless the second "useless" item would take up a slot that can provide more/better bonuses than your second ring. Which is unlikely but possible.

Yes but that's just a heuristic, gear tetris is actually gear rubriks cube. Consider that you can't put a sun or moon augment in any ring.

The sun and moon augments come from the stupid abusive loot mechanics, so they don't exist as far as I'm concerned. I'm another player voting against "rare loot" with my wallet.
Agreed. Anything from MD does not exist until they fix the garbage mechanic.
