I was against it too without owning it. It's just math. I couldn't say the quests were good or bad back then, but I know what percentages mean. I thought they make new servers that can host MORE people, but rare loot could very well alienate enough non-whales that player numbers drop. HOWEVER...i think all the rare loot should simply be straight upgrades of non rare loot that does the same thing, just not as well. So you can still complete your Tetris reasonably, and then work to upgrade your pieces
Even better if it's just a rare component that lets you upgrade any (or certain) pieces, while keeping their augments/sentience/curses/mythic/reaper bonuses etc.
