Does Tier 1 Tempest enhancement Improved Defense apply to Tabaxi Deflect Arrows enhancement?

It should. The wording in Improved Defense is "If you possess". The Tabaxi Deflect Arrows enhancement gives you the Deflect Arrows feat.

I've done this before on a ranger/monk/fighter hybrid a while back (centered 2wf axe build, inspired by the black whirlwind from jade empire) & yeah it works, it makes deflect arrows even more worthwhile.
