It's actually required in a lot of countries when there is the ability to exchange real currency for rerolls.
Until it's enforced and penalties are levied, it's just wallpaper. That will take years to go through the courts, assuming someone cares enough about a 19yo game with a niche playerbase and only a handful of EU players. We're talking about five years after appeals, like the recent Epic v Apple suit conclusion.

I won't be buying the top tier of Lamordia if it has rare loot. I may not buy any tier at all and just sit it out til the next expansion, whatever that is. Or wait and buy it for points. There is a whole spectrum of choice.l in there. The needle is pointing to the low spend end right now because of rare loot. We'll see...
forgive me but...top tier packages normally offer a bunch of bank slots etc Maybe I've not looked carefully but I don't recall seeing any rare loot item droprates mentioned in toptier packages

Well... firstly... DDO is an international game, so what it allows people to do with currencies in their own countries is, strictly speaking, pertinent here.
Secondly... One could argue that it already IS required here, in America. SSG, would argue, vociferously, that chest pulls are not loot boxes and that no laws regulating the use of loot boxes apply to chest pulls as those are, legally speaking, distinct.
Loot boxes are less predatory than purchases rerolls. In LB you are at least guaranteed to get something. Rerolls are exactly like slot machines with a far less chance of jackpots.

then why are you speaking of what you don't participate in?
your argument is: since you don't know how many shards are consumed on chest rerolls for epics or legendary...you have no right to participate.

My argument is: rare loot items are rare which should dissuade gamers from consuming shards for chest rerolls.

I'm not sure how much weight your argument carries.

You don't even use the system!
true exactly I have NEVER performed a chest reroll because I prefer creating gearsets from what I possess or obtain from the auction house etc. I don't even know why people BECOME OBSESSED with particular named items...the fact they are rare should tell you SSG wants you to value them more than typical gear items.

doesn't even use named loot. check
strong ideological aversion to players that feel the need to use named loot sets.

You have a moral aversion to people who play this video game MMO like it's a video game MMO. Everyone gets it. We just don't see why you think it's pertinent here.

I ranted as hard as I could. Honestly can’t believe we’re not all banned but it seems like they have just given up moderating here.

I’ve just settled into a f2p lifestyle now, since apparently they’re being rewarded for these decisions, even by OPs that complain about it later.

A dead bill from last decade doesn’t answer my question.
Well it does it means there is no law requiring this that SSG must comply with. I suspect SSG will keep its servers in countries without such restrictions. While you may live in country XXX if their servers are not in country XXX there is no concern for SSG.

you asked. That's where they are in merica.
Actually, I didn't ask, someone else did.

Where we are in 'Merica is there IS no law requiring the release of odds for loot rolls in digital games. At least, based on this reference (individual states may, but it may or may not stand up in court if challenged).

SSG and it's parent companies would be blindingly stupid not to pay lawyers to study the laws in the places they operate to see if they had any legal vulnerabilities.

And, since they haven't straight out published the drop rates, I'm guessing the lawyers have come to the conclusion that there is no exposure for SSG, or the parent companies.

My point? I think some (alot of?) people are tilting at windmills.
