Tier 3 Cannith Challenge loot BtA or BtC?

I know that sometimes the game and/or internet info is incorrect, so I'm just wondering which is currently accurate for Cannith Challenge items crafted to Tier 3....does it bind the item to your character, or does it stay bound to account?

Checked my Cloak(s) of Flames; BtA at tier 3.
