Love ToEE, try to run a quest or three in it every life, tho most my group hates it so doesn't happen often.

Anyway, did Heroic ToEE today, r1 at level 10 on a Stormsinger. Next to the harpy room there's a named Lich, Karmundy the Bleak or something similar.

At level 8, a monster immune to level 4 spells is a little crazy. Full casters don't get level 5 spells until 9th level at the earliest, and most won't get 5th level spells until later.

It is, in my opinion, bad design to place such a creature in a CR8 quest.

Many have died to that lich in ToEE, heroic and legendary.

Fortunately he is an opt so you can run away, although he runs creepy fast.
Generally liches are wonderful enemies in heroic. Random melees can run up to them and smash them with a maul while your cute caster gets a random disintegrate to the face and gets one shotted. I got that on the boss of the jorasco level 11 quest. I laughted it off because I could reach the shrine with jibbs and go back.

Which is what I'm guessing the OP did, went to the shrine in the harpy room.

I lived, barely, by running away fast and zooming to the end fight (you go thru a door before the earth temple). I was solo, so the option to let my melee party member kill it wasn't present.

I was prepared to die and jibber near the room with the other crest and the rapid-fire javelin shooter, but got lucky and didn't die on that part.

He kept up all the way to the earth temple door, was quite harrowing.

Your best spell for the Lich is Dimension Door

It is, in my opinion, bad design to place such a creature in a CR8 quest.
I appreciate that this is your opinion and you are entitled to it. However, I have a different opinion. This is one optional in one quest that can easily be completed solo without defeating this one monster. Every objective of every quest doesn't need to be able to be completed solo by every build in the game. Magic resistant monsters are one of the devices the devs use to try to encourage grouping and a variety of builds.

As I said in the thread about the Necropolis quests and their devices trying to encourage grouping, quest variety is good for the game. So is a variety of monsters with differing strengths and weaknesses. It's what keeps the game feeling fresh.

D'uh... A standard Lich should kill anything at lv 8, let alone a Reaper Lich. If you see a Lich at low levels...RUN!!!
 
It is the way you distribute your action points that makes a mission easier or more difficult in relation to the monsters you will face. You probably focused on a particular talent tree and didn't want to invest points in another that would have made it easier for you to defeat those monsters. I know this because it happens to me, I have a necromancer character and sometimes I focus on the Pale Master talent tree when what I really need is to spend some points on Archmage, and I also lose and everything becomes more difficult unnecessarily.

At the beginning of the game there are a lot of undead and I could easily take some points in archmage and get the spell to control the dead, and that would solve a lot of problems for me. It wouldn't be difficult to make that change temporarily either. So the only real obstacle is that I didn't want to take those points before, it's a preference.

Liches should not appear in low-level content. Maybe DDO should invent "lesser liches" suitable for lower-level content.

Wiz King is immune to up to level 6? spells which is also a pain for many caster builds. You need to find the SLAs which are treated as maximum spell level, or just beat down with a stick.
