Haven't done Terror legendary, but the xp/min was pretty good heroic. Obviously some quests were bad, but it evened out lol. I ran them in a static group of 3-4 though so we were able to split up often. Tbf, we didn't KNOW the quests so they took a while, but even the long ones had a feel of "Oh, next time we can do this much faster." since we know which are optionals now and where we need to go.
I definitely think epic and legendary quests need a bottom baseline and a better system of deciding how to give XP rather than "is it short/med/long?" The dragon's hand in particular was PAINFULLY bad XP. I ran that on legendary when it was new and some of them were like...60k? That's about as much xp as von1 or whatever the worst low epic quests are lol. I think it should be like reaper xp on legendaries. Epic quests should get a big boost over heroic (and they do I think) and then legendaries should get an even bigger one.
NO legendary quest should be under 100k really, unless it's some sort of ultra fast 2 min quest no matter who runs it. With how much more XP you need in legendaries, it just makes no sense to use the same scaling as lv 20 quests where you only need 600k to hit 21.
