Torc and Concord Opposition: Does it work still?

I have been running a Warforged Sorc life and I have been using my Torc and HP goggles that give Concord Opposition.
I rarely see/get Spell Points back.
I used to be able to sit in front of a few Archers and top off my Spell Points. That is not the case anymore.
Did they nerf the Torc and C/O Greensteel? Or maybe running reaper (r1 for speed) has something to do with it?
I have been gone about 8 months, but I haven't run a caster in long time. So maybe this has been this way a long time?

I see Concord Opp proc somewhat frequently on my melee oriented characters like Eldritch Knights and Swashbuckler, since they tend to get hit more than casters. I've never gotten the Torc, so I don't know how it compares to Concord Opp.

Hmmm that could be it...I use shield block and have Golden Greaves on...so I might have reduced it to 0.
Just hit 20, but going to re-run Sharn for Saga for crafting mats. Will see if that could be it.

Yes but mobs die too fast to notice. My coop goes off as well, I happen to be wearing it on my barbie now (gear tetris don't ask)

Legendary Toven's hammer is working. I regularly see blue numbers.

Edit: the wiki for legendary token's hammer says you now need to take damage to get the spell points

They still work but I havn't needed them for the SP in years. Like since the cap was 20 and I was solo farming Bauble in Elite Weapons Shipment on a first life cleric.

Does the legendary torc restore any more MP than the heroic version? I remember back when cap was 20 the epic Torc gave them same amount as heroic.

It's the same amount range at all upgrade stages.

I just ran heroic Chains of Flame on R2 and was getting a lot of procs wearing both concordant opp goggles and torc (archers raining arrows down from the higher levels. Most of the arrows did 0 pierce damage but they did a few points of evil(?) damage). I can't say for sure they're both working, but I'd guess they both do based on the number of procs I was seeing.

I got torc after 10+ years but never use it since I never play caster, but have a conc opp cloak that I use from level 11 to 29, it works perfectly, I don't play much attention since I don't need the SPs, but I see the blue +XX now and then when I am hit
