TWF build for End Game

Strat and I have a similar Welf build but slightly differing gear sets. I use 3 piece devil's infernal dance over stalker, plus 5 piece isle of dread, 2 piece temple's inferno, and perfect silence. We get to the same place (My toon has slightly higher fort bypass than his toon does). The biggest difference is that this gear set actually allows for some flexibility once you get the autumn artifact ring from MD (if that would ever happen). Then you can start swapping in different pieces of the new gear and augments. Strat's gearset is much more rigid. But it doesn't matter if you don't actually pull the MD artifact at this point.

Strat also has the self-preservation instincts of Yosemite Sam on meth so he'll still double your kills on basically the exact same toon.

Sadly, I think Tempest is outdated. QQ makes everyone a Tempest. And devalues a lot of Tempest's trees. If anything, it adds some better defense lineups compared to other TWF builds.
TWF DL hits much harder, has natural cc, and physically moves into combat much faster; but needs just a small mommycopter at high reapers CR36+.
Tempests are still very good and survival-able, they just lost some sparkle with the advent of QQ. Lack of CC really hurts them. (Building for cc just gimps them). And...their physical movement speed is laughable and leaves them last in engaging an instance.

DDO Tactics? Just Buddy Whackit!

In Texas, Quick Cutter is spelled Quick Qutter apparently! Lol.

I think Dragon Lord for max dps as a light armor build is more damage and less survivable in reaper raids where melee is appropriate. In r10 questing it is superior to ranger due to its CC.

Maybe heavy armor is a thing but the lack of dodge and evasion seems much worse than 75 prr.

Dragon Lord has been more fun in r10s than Ranger has been because of the CC and ability to move into the battle immediately. But I’ll take ranger in R3+ raids over Dragon Lord for the survivability and lack of need for the CC.

You don't have to play pure. Barb & DL/rogue outshine Assassin and Tempest. Sin comes close, but is cut off by requiring too much AP and too many levels for the profile bump. DL can nearly paint the tree with 36 AP and just 5 DL.

Tempest cuts itself off from top by lower profile, too much AP required, and DEX focus; STR for raid melee is not for CC. It's for Sunder, especially LD 75 and DC 50 Sunder. If they ever update tactics to use a weapon's to-hit stat, tempest becomes nicer, but not nice enough for pure -- still has a bad profile, since you can't take T5 tempest and nice profile via T5 DL or Barb or 18 Rogue.

Yes, Tempest can go STR, but now you've got a pointless elaborate parry and thus Barb|DL/rogue win on defense, too (via IUD).

BTW, an interesting tempest update that could make it competitive (other than profile, like DL) would be to lean into it's TWF nature and increase OH rate to 100%. It definitely needs updating, though.

edit: I was thinking OH Doublestrike rate 100% there -- just didn't type it. ; ;

I'll beat that dead horse, heck I'll make love to it at this point.

Add back the extra 25% off-hand double-strike to the Tempest capstone. There is absolutely not reason for it to have been removed.
 
for lvl 1-20 i build twf use same formula, 1lvl rog for skill than try get fast t4 and t5 tempest tree skill, after add rog for t4 assasins tree for
shiv, sa, trick, doublestrike and execute rdy, equip whatever daggers or mix with hammer xD get VFK for rapid attack ....in this moment u can add whatever class lol to this formula but still doing solos low level reaper 1-20 go quiets good. str only guys.
