Throw in shield Bashing % and it might tempt me away from Dino ststuff.
Unfortunately as I explained in the previous preview, dino is not a viable shield for vanguards that are wanting to be DPS. Dino lacks the weighted dice as well as impact which with a vanguards typical stats of 9/10W and 16-20 X4 +2/+3 19-20 that's a loss of 108-126 crit averaged base damage before MP and doublestrike, just from lacking the +6 of quest shields, 144-168 from lacking the correct +8 a raid shield should have. That's not counting the loss of the threat range which is build dependent and this damage loss increases further with the shield actives which are an important part of a vanguard's dps rotation.

As it stands, right now without the raid dice and shield bashing enhancement this shield will just be a better guard breaking swap than the Shield of the Hunter for trash mobs. It won't compete with the set bonus/damage/AC/quality MRR of ferrocrystal or the damage of Best Defense.

OK everyone! Here's some replies to things in the thread. There's a lot of overlap, so rather than quote a lot of posts I'm just going to bullet a list.

  • Outburst's weird flatness was due to a misplaced decimal point, causing it to be 7% of its original width instead of 70%. Fixed internally!
    • In addition, it wasn't mentioned in this thread but Outburst is doing weird things with regards to DR (see: skeletons) in this Preview. This has been fixed internally!
    • Apologies for the confusion in the OP about what stats should be on this weapon. The correct list is:
      • Legendary Electric Storm
      • Sovereign Lightning Strike
      • Stormreaver's Thunderclap (with fixed tooltip)
      • Legendary Slicing Winds
  • Fixed the tooltip for Exiled Tactica's Undying +0 to show the real value you're getting.
    • On the topic of Exiled Tactica, we've replaced its Action Boost charges with Legendary Electric Storm.
  • We've replaced the Action Boost Charges on Colossus (the shield) with Shield Bashing (% chance to perform a shield bash).
    • We've also updated its dice to Raid dice.
  • We've replaced the Anarchic on both Anarchist's Crossbows with Thorny Crown of Madness. Great idea.
    • This crossbow isn't showing the right art when dual-wielded, and unfortunately that won't be fixed in time for release. Aiming to get it fixed down the line, however.
  • Glass Shards, ultimately, does weird things with the heartbeat system of the game; if an application of the effect overlaps with a trigger of the effect, it doesn't trigger the damage correctly. We're going to leave this effect in place and look into longer-term solutions.
  • Cursed Maelstrom's chance to apply a debuff is currently 3%. We're raising that to 5%.
  • We definitely see peoples' desires for a Raid single-target Rune Arm. The Demon Engine, however, is going to remain Fire Blast. We'll definitely have other blast types in Raids in the future.
    • Regarding its effects, yes, I dropped the ball on the list in the OP. The correct list of effects on this items is:
      • Dripping With Magma
      • Power of the Firestorm
      • Insightful Combustion
      • Firestorm Lore
      • (the usual Rune Arm max charge tier and imbue stuff)
    • We saw a few requests to change the Insightful Combustion to Insightful Firestorm, but we're going to hold off on that here. There's a few sources of Insightful Magnetism already that're compatible here, and there's going to be more down the line as well.
    • I've been trying to get the Dripping With Magma effect to work properly on the Rune Arm shots. It's not working yet, and probably won't in time for release. But if I get the time and can get it to work down the line, I'll try.
  • Regarding the Masterwork Gauntlet's Exceptional Bonus to Skills: The Exceptional Bonus to all skills related to an ability score hasn't ever gone above +6, even if different subsets of skills have. If you'd like to suggest a different Exceptional Skills package for this item with a different subset of skills, we could potentially shift toward that.
  • Regarding items with a DC of 100: We're getting to the top edge of those, for sure. I'd look out for some higher DCs on item effects coming soon, but not here, sorry.
  • Regarding "Why Greatclubs?": Stay tuned.

Lastly, I'll leave you all with this:
Please for the love of god can we have a kukri or a dagger? The Secret guy doesn't have a stealth weapon in his raid?
What makes you think there aren't secrets for you all to find? :)

I believe the only set of those that has a distinction is the Charisma-based grouping. The newer version of that, Exceptional Alluring Skills, lacks UMD. The Dexterity-based ones both list all of Balance, Hide, Move Silently, Open Lock, and Tumble. The Legendary Tumbleweed currently has the newer Exceptional Nimble Skills Bonus +10.

  • The Claws of the Balor:
    • Now has Overwhelming Incineration, replacing its former Fiery 6.
    • Now has 3rd Degree Burns, replacing its former Electrifying 6.
    • Now has Legendary Electric Storm, replacing its former Sovereign Lightning Strike.
should have Pierce as an additional damage type, wot wiv' 'em bein' claws an' all that

Just one last awareness post about the animation bug with Anarchist's Crossbow(heavy xbow) and wood elf female. You slide around in this pose after firing the xbow or have auto attack enabled.

My request for Insightful Firestorm was made with the assumption the insightful combustion would be removed in favor of Power of the firestorm. If the insightful combustion is remaining as is, then I retract my request for insightful firestorm. Thanks for clarifying the effects it was meant to have.

Exceptional Nimble Skills and Dexterity Skills - Exceptional Bonus all affect the same five skills Balance, Hide, Move Silently, Open Lock, and Tumble. Unless there's another skill outside the ones the tooltips list, these two effects are functionally the same. Both Intelligence and Charisma have a difference between [Insert Stat] Skills - Exceptional Bonus and Exceptional [Astute or Alluring] Skills. Astute leaves off spellcraft and Alluring leaves off UMD.

Can you give us your opinions on what effect would you like on an offensive shield plz, you seem to play vanguard a lot, and I and maybe the devs could apreciate your feedback on this. I want this shield to be the new best offensive shield in the game T_T

I just tried the Balor Wraps out and this procced once and never stacked at all during a full DPS Test Kobold. I don't think increasing to 5% is gonna help much. (something seems off on the procs here in general).

Also, Legendary Electric storm is kinda weak. I was getting 180 damage here and there...having to roll a 20 seems a little bit too much. Make it a roll of 18 or more, otherwise this is meh at best.

Rune arm blasts in general are hit or miss for what procs off them. It's like they're spells, but not quite spells at times for various stuff. So if they start working on those, that would be tight.

You guys started off with most of the gear from raid being just bad to begin with. Why should we get excited about surprise loot if there's a good chance it is just bad as well.

Or are you guys saying that you can design good items but just didn't for the items that you did preview.
