Still not a fan of extra action boosts on the cloak (glad its getting changed on the shield), dusk surge, or quality combat mastery or similar would be preferred
Also not a fan of improved demonic shield. In the current game state it has minimal value at cap. Id much rather see this replaced with something like affirmation guard (minute long cool down, 1k temp hp or so), or gold skin guard, or similar.
3rd degree burns feels pretty weak. Doing about ~120 damage every 2 seconds, only proccing on vorpal is quite low for the current state. I like the idea, but the number should go up imho.
The augments still need some work. I cant imagine slotting +11 tactics into an orange augment slot on any build when my weapon augments are quite contested, and any build wanting tactic dcs would slot the higher single type augments in gear. Feels like its number should go up, or its type changed.
All the other changes look really good, thank you! Id vote to make stormreavers thunderclap more thematic and be fire/lightning damage instead of sonic/lightning, but thats just me!
Im going to suggest some cool new ideas cause I like cool pieces of loot (even if they arent the best), and when I pull raid loot I want to say wow thats a cool item! Even if I dont ultimately use it ever. Hopefully some of the ideas are cool, and inspire either optional loot or loot in the future
Not having gotten raid goggles for physical damage dealers, and no goggles for a martial style with this expansion, some in the raid would be neat!
Last time I suggested:
Balor's sight (goggles): Sense weakness (helpless damage increase), true seeing, improved deception, sight beyond sight (5% dodge bypass). Other cool effects that could be added: sovereign nightmares (like fear eater), prey on the weak (like deepwood stalker, gain damage when you hit something below half hp)
Bracers: Fire/Electric Absorb, Alignment Absorb, demonic power (if this character is not lawful or good, gain profane something??? damage? melee power? prr? mrr? stats?). Being defensive, and having an alignment effect is thematic for bracers! We already have sources of profane damage and melee/ranged power (5 piece sets, litany of the dead, blackrazor), so another one seems alright. Enhanced bloodrage feels like it could fit as well
Gloves: We havent had a real reinforced fists item since feywild, so another one seems due. So reinforced fists, slashing dr when unarmed, fire attunement, and ??? Not sure what the last effect should be, thunderclap/enhanced bloodrage are probably too strong. Retyped manslayer, to be anything not a demon that is below 5k hp dies on a vorpal? Is just a worse fear eater though. Not sure
Medium? Armor: Lost purpose, fire (or electric) shield, affirmation guard (mentioned above), an effect similar to warlock/sentinel aura that does fire and lightning damage in an aoe on a 6s or similar cool down, and one more effect, maybe dripping with magma, or something along the lines of while raging gain 1W? (personally I just want to be able to have the fiery eldritch aura going, cause that sounds really cool, regardless of how good it is / how it interacts). Another cool concept is gain offensive bonuses when you have agro of the thing you are hitting. Not sure what this would look like, but seems like a cool idea
Some new ideas!
Belt: Demon's might (reflavored rams might, already on a belt), raging strength 3 (gain 3 strength while raging), exceptional/quality might skills, demon's rage (reflavored madstone rage clicky)
Trinket: Aspect of the underdog (if this user is a first lifer gain a +4 bonus to all stats, if a second lifer gain +2 all stats, if third or beyond, gain nothing), really dont count me out! (+20 prr while below half hp, +150 incap range), die hardest (when knocked unconscious, but not killed gain 1k temp hp, this can only trigger once every 3 minutes), last legs (while below 25% hp, gain 1 crit multi on a 19-20, 20% crit damage). Mostly a joke item that popped into my head one day, and seemed kinda interesting, so Id throw it out there

Orange: Cannith combat infusion
Purple: Improved deception
Green: Sounding (4-24 sonic dmg on spell cast)
Some color?: Tendon slice
Purple: Limb chopper
Purple? / green?: Magical efficiency
Green: Fire/electric absorb
