This is almost the singular determination on whether I buy any of the Vecna expansions: account wide bonuses. I don't care about per-character, cosmetics, or hirelings (well, hirelings in the L22~L28 range would be nice, but already have far too many heroic & capped hires).
From what I see there is only one stated account wide bonus: shared bank + 10. It's something, but it's not going to change mule requirements. If muling isn't significantly reduced, it's not enticing. This one is more of a nice perq on top of something with significant utility.
There might be another, though it's not stated. Tome of Universal Enhancement +1. Expanded build options is pretty nice if it's account-wide. I'd probably buy if so. But, per-character? Hell no.
The other things that might influence an early buy for me are raids and gear. New set-bonuses that mesh nicely with existing? Hmm. New raids? Another hmm. No set-bonus gear, no raids, no singular high-utility items (eg. Essence of Heart of Sullomades augment would do it)? It can wait on DDO points.
