What makes an item worth being "rare loot"?

I'm looking at Crisis claw from dino crisis quest.

Why is this rare? It has 4 abilities like every other item and they aren't even that good. It's worse than a barovian weapon sans a bit higher (w).

Is it supposed to be 'better looking' thus making it rare?

Other than that, maiming 6 can be found on random gen heavy picks of level 2 and scales significantly harder because no crit range, so waaaay behind curve.

Looks cool though.

Oh that's easy... its build viability and usefulness to players. For everything else its simply sentient food.

There are ways to do rare loot properly.
It's more that just odds.

Jibbers is a good example. Its absolutely amazing and it is completely agnostic to any class or build. Everybody wants it but nobody can say they need it.

In old epic necro4 a few items could be "mythic" which was the same item with some good upgrades. It didnt change gear tetris though. You'd just swap the normal version you were using for it.

Recently in the wheloon rat packs. They made the weapons rare. 1 rare weapon in every of 3 quests. Weapons are far less a gear tetris problem and only a rare few make or break a build. And if you truly want one of these you can farm it with reasonable odds.

I vote raid items and rare items should be at least scaled 2-3 levels to normal items on lvl


So if lamoridia got item lvls 34 then rare and items from raid should be 34 but scaled to 36-37 and that would be neat

Or just have some uncial treats that are hard to get somewhere else

I think Jibbers is about the only thing in the game that has a 'rare loot' worthy side to it. I think 'rare loot' should just be mythic and reaper bonuses on loot and they should have some occasional random bonuses on them like Mythic Intelligence +2 or Reaper Strength +2. The game is not build with rare loot in mind--it's built with gambling in mind.

Rare loot should be slightly better than a named item equivalent. IMO, should drop from every quest in a saga (at a rare rate ), and generally shouldn’t be “build defining”.

Of course we said all this during MD and the wonderful producer ignored all feedback, and told us to feel special. Which we definitely don’t .

Bonus points if it’s aesthetic defining though. I’m all for some rare giga holy sword, or cloak of … whatever, dead frogs.

Yeah, Sharn artifacts and Feytwisted items were a good model. It was lucky to get one, but you had the tiny chances all over the place, so it wasn't just grind-to-ransack and then you were done for the week. And they mostly were good and interesting at least in some niche.

I agree the Crisis claw doesn't seem better than a Rocksplitter, and certainly nothing to make anyone think they should try using picks for a bit.

Feels like a mistake, or an obscure in-joke that we'll never be let in on. Unless maybe it has a hidden effect. Of course, if a rare item had a hidden effect that was bugged or broken, we'd never know, would we.

Rare items need a special factor.

Higher scaling works and doesnt make or break builds. It does get obselete really quick though. It will be functionally the same as normal gear a few lvls higher.

Going for the unique affixes has a lot longer longevity. The problem here is that it takes creativity and nuance. It's bad if it is too strong and it becomes de facto required to "keep up". People hate being forced into it.

Yeah, Haunted Halls items were also like that with unique or unusual affixes.

They weren't even "rare" by the MD loot table standards, but they were interesting.

I'm ok if its on par or even slightly under curve as long as it brings something unique to the table.
And if that is to much of a stretch (which in the past it wasn't), then at least make it a stacking affix.

I mean, how often are gonna get a rehashed and renamed version of LGS, its not even scaling 10 level later.

These days rare items are chosen by a random number generator picking which one to 3 items in a chest are going to be rare. They are not in any way better than normal loot. They are simply rare because something had to be (because apparently the developers have decided something must be rare in every chest these days).

The real question is who is designing this garbage.

Jibbers blade, pale lavender ioun stone, special artifacts, expanded crit weapons etc
This is the one thing that seems to be a heavy rotating position at SSG and its predecessors.
