What's the best GRuin build?

I'm assuming Sorc 20, but what else?
Or I guess I could ask, what build best minmaxes for Force Spell Power?

Probably a wizard base, archmage gives force crit. Then Feydark Illusionist for force spell power and crit. Wizards also get the feats to spare so they can take augment summoning (and imp augment on epics), those give force spell power too for T5 FDIs. On Epic, draconic incarnation tier 5 for the double whammy thingies on ruins, and shadowdancer for more force spell power. Zarigan and Dragonsoul filigrees, The Desert's Biting Sands named item set and another set with universal spell power and crit.

As sad as it sounds, monk is perhaps the most effective. Among casters, warlock; although in the latter case your overall DPS won't be great, you can still get some nice numbers in ruins.

If you're looking for a Sorc build, they may have decent numbers in the Ruins, but their strength is elemental damage, which includes the intensified portion of the Ruins. But I wouldn't compromise the elemental portion to maximize Force Spellpower/Crit.

Most of a Sorc's Force Spellpower/Crit will come from gear. Good luck with Tetris, as that's what causes the most headaches. A whole IoD item is needed for the crit daamge. Make sure you get Force in Destiny feats, and as secondary EDs, Primal and Magus give impulse spellpower.

Not specifically sorcerer, was just a guess in the dark.

For gear (if it drops), it looks like one can fit Legendary Dread Isle's Curse, Deacon of the Auricular Sacrarium / Vol's Influence, The Desert's Biting Sands, and a lunar augment of Spell Power? +105 Spell Power, +12% crit chance, +15% crit damage?

Is Warlock best in spell crit and Dragon Disciple best in spell power, then?

Tainted Scholar really gets +60% spell crit, huh. It seems like it'd be fairly easy for them to get above 100%; there's no triple damage contingency like with doubleshot, is there?

I mean if you're wanting best GRuin force numbers probably some weird like 12/5 Warlock/Wizard with T5 AM

"Sustainable":
3% Knight's Strike (T4 EK)
5% Primal Shrine buff
15% Scion of Feywild
16% Fili
30% Spellpower feats (4x)
30% crit damage from TS C4
35% gear (IoD 20/10/5% easiest)
60% MoK 30 stacks

Temporary:
20% Wellspring
25% NR clicky
100% Arcane Supremacy

339% extra, plus 100% base, = 5.39x force crits.

Including metas and clickies (AB, reaper boost, Wellspring, Tide, etc) you're probs idk 1500 SP, so 16k x 5.39 = 86k force damage before debuffs? Timestop, Vuln, etc for screenshot time?

Can't say I'd recommend it lol. I had a GRuin build back when Offhand Versatility had an auto-crit proc, and it was ok on a good day (could pump a fair bit if I didn't care about SP but that's rarely true).

It's not a chance for an increased multiplier (like DS is), it's a direct multiplier - if you have +184% spell crit damage you just multiply your base damage by 3.84x on a crit (since they start with +100%, or 2x). AFAIK there's no cap to it (Arcane Supremacy + Wellspring is great for snapshotting auras on PM, for instance).
