Found it! It's the water elemental form for druids that messes it up.
It's tied to something besides elemental form as well; eg. wet dragonborn. I have a fem shifter druid and the wings work fine in all forms with and without veil active on her.

The wings do look nice, but I generally prefer non-neon cosmetics. The one character that will use the wings is already lit up like a Roman Candle. Might as well lean in there; she has so much neon can hardly notice the extra wing-glow.

I am also having this visual bug with my half-elf druid while in elemental form and with veil the elements active. but it works fine without veil the elements. in animal forms as others have said the wings are totally not lined up correctly at all. yet on my blightcaster it seems to work perfectly fine so far so a very unusual bug.

Well from that video it looks like the wings are in the right position, but fro some reason you get visibility priority over them. the same weird thing is happening with the portals in DOJ raid, where if you looks at yourself "through themk" it look like they are in front of you where they are in fact behind you. very wierd but at least i know what is happening.
Cordovan can you guys fix it?

The wings themselves are a visual bug. It's nearly impossible to see anything with a short character around neon blue wings.

How come feats like this do not stick around after a heroic reset? Ability Score, Past Life, and Skill Point feats stick around. Why all the hubub, bub?

I really like the Blue Dragon Wings. The animation when they first deploy is genuinely neat.

In my opinion, the game would benefit from more things of this nature that can be earned playing the game a reasonable number of hours each week at any difficulty. Locking everything behind "Punch in Face" difficulty really sucks. Please continue adding things that are actually within reach like the Dragon Wings, Dread Protoceratops, Dread Velociraptor, Egg Bottom, and Fatty McFatdragon.
