Buying DDO points questions?

I am Europe player and only playment currency now is USD?
When I try to buy points I am charged some tax - is it normal thing now?
Is it posible to change payment to EURO? Will tax still apply?

The only thing guaranteed in life is Death and Taxes.
If I had to guess, everyone pays the local Mass, USA tax.
I know I get charged ~8.25% tax at payment.
