Do Racial and Completionist Stat Bonuses Count When Qualifying for Feats?

So, I need to hit 19 DEX to qualify to take IPS at 15. I used to start with 13 DEX + 6 from tome at lvl 15 to get there. Now I have 2 Halfling PLs (+1 DEX) and Heroic Completionist (+2 to all stats). Can I start with just 10 DEX and still get there at 15, or do those not count?
