I think I found the problem! The fountain in the House P chapter house drops my fps by 30-50 whenever I look at it. There's probably a newbie party that has been stuck in there for days unable to look away... ;)

I have been having the same issues. I may have found a workaround, or I may have been lucky. Try logging in to a different server, then come back to whatever server you're trying to log in to (Ghallanda so I could play on Hardcore in my case). This workaround (or luck) is only 3 for 3 tonight...
