When they changed Reaper crafting to allow anyone to deconstruct and reduced 100 cost to 75 they also put a level restriction that prevents deconstructing level 1-2 items, so you cannot farm heroic borderlands for reaper frags.

Not had any issues with going beyond -100% threat. Now with spell crit%, back in the day going above 100% seemed to make me crit less and less.
