Probably February 28th, according to this quote from the Producer's Letter:

"The fun starts during DDO's 18th anniversary on February 28th. As a hint to how this starts, the first surprise will be a dragon themed archetype."

(For context, this is announcing the release date of Dragon Lord, the first Year of the Dragon surprise, which is one of U66's main components.)

Well, historically speaking, the typical alternative is the update launching the week after Preview 2 - in this case that means SSG rushing out an update next week despite a number of largely untested new changes and several features on Dragon Lord still not working, so personally I'd say it's worth a bit of a wait.

There is nothing that prevents them from releasing the update next week, the archetype on the 28th.

That being said, there is nothing good for me in this update, so the longer it takes the better.
