Give two-hander the 20% extra glancing blow inbetween auto attacks that could be upgraped to 50% via enhancements.
Nerfing that and adding strikethrough was overnerf.
You can tell 2-hander bad now as you lose an equipment slot and you see SWF with bastard sword / dwarven axe being used with 2HF...
Yes this is taking place, I have rebooted and restarted DDO. Starts at 144fps capped to my monitor refresh. then over time it gets LOWER AND LOWER until it's not playable.

Exactly! This is perfectly reasonable as it's an option you can turn on or off and doesn't effect any other player's experience!
As an aside, I think an option to have ignored players appear as a toad or some other sniveling worm type of creature below knee height and if you do find yourself in...
It is very bad for my PTSD causing flash blacks to WoW and Anarchy Online and the memories of the forceful cosmetics patch being implemented without any option to disable cosmetics appearing.
Denial of choice and coercion into the cosmetics clown world.
That's the beauty of have the option, you don't have to do anything at all and keep your cosmetic fluff turned on.
As for players like me, I would love to have the option to turn it all off and it won't effect your experience one bit!
