Add an informative NPC for ingredients

There should be an NPC somewhere, who is informative and helpful, just like the DDO Wiki but keeping it all within game, along the lines of:

- You speak to him: ' Hello, Dave the Well Read Librarian, can you help me with a curious thing, please?'
- Dave The Well Read Librarian: ' Sure thing 'x', just '/say + item_name' that you want to know more about'
-you /say VIal of Pure Water
- Dave The Well Read Librarian: ( In a pop up window) ' Certainly, the VIal of Pure Water is quite an uncommon thing and is :-
- collected by Wash Pynoptis in the harbor and he will swap it for moderate healing elixers,
you can also use it in:
- The Stone of CHange for the Alchemical Armor Eldritch Ritual
and you can use it in Cannith Crafting for
