Does LGS Ender vulnerability stack up and how much?

"Your spells and attacks have a [?%] chance to kill non-boss enemy, if they have 5,000 or fewer hitopoints. Inflicts three stacks of Vulnerability on bosses and enemies with greater than 5,000 hitpoints."

This being two sentences, it's unclear that the Vulnerability proc is 5%. Usually, Vulnerability simply procs.

Ayup. Vulnerability stacks to 20 stacks. Sadly, different sources of vulnerability do not stack per se. Different sources will cause the stacks to build up faster, but a single enemy can only have 1 Vulnerability debuff that goes to 20.

So an LGS Ender set proc, Legendary Vacuum procs, Fetters of Unreality, Frostbite, Fire Vulnerability, Cold Vulnerability, Electric Vulnerability, Acid Vulnerability, and a Soul Eater Warlock hitting with Stricken Form, will each add stacks of vulnerability, but only until 20 stacks on a target, then any further procs will simply keep it at 20 stacks.

(aka: one source, or all sources, you'll only ever get 20% more damage from vulnerability)

HOWEVER, the dust LGS which lowers PRR and essentially does the exact same thing will stack with all types of vulnerability.

There are two effects called [Element] Vulnerability. Check which one you're using—some are a separate, 20 stack debuff.

Dust is not Vulnerability. "essentially" is not exactly the same. They are different things, and of course they stack, they do different things! One gives vulnerability stacks, the other lowers PRR (which results in one doing more physical damage, but not more magical damage). Vulnerability is a multiplier to your damage. Saying they're the same thing is along the same logic as saying increasing your strength is the same thing as they both result in doing more physical damage.

Ender vulnerability procs seem to be the weakest source for stacking vuln. It doesn't sustain as well as something that has fetters, for example. It also sucks to dedicate 5 gear slots to gain it, compared to running a single weapon with a different/more reliable effect.

Yeah, mainly seems to be a nice boost for levels 26-28 or so.
