Dust is not Vulnerability. "essentially" is not exactly the same. They are different things, and of course they stack, they do different things! One gives vulnerability stacks, the other lowers PRR (which results in one doing more physical damage, but not more magical damage). Vulnerability is a multiplier to your damage. Yeah, mainly seems to be a nice boost for levels 26-28 or so.Ender vulnerability procs seem to be the weakest source for stacking vuln. It doesn't sustain as well as something that has fetters, for example. It also sucks to dedicate 5 gear slots to gain it, compared to running a single weapon with a different/more reliable effect.
