Evergreen never use to require the mantle, why on earth did you make it require one now? EVIL!

It always required the mantle, nothing new there.

No it didn't cause i use to have it trigger regardless of mantle and i thought it was higher up on the tree too.........

Looking back over the past wiki pages for Primal Avatar, Ever Green has been there for 2 years now. It hasn't changed location in the tree.

Are you perhaps mistaking it with Regrowth in Core 4? That can trigger without the need of any Mantle.
