Exceptional universal spell power items are still giving potency (this was brought up before on the old forums). As far as I'm aware it's every item with this stat (maybe there's an exception that's working right, but any dev that works on this should just assuming every item is broken https://ddowiki.com/page/Category:Exceptional_Universal_Spell_Power_items ). Here's clouded dreams as an example. You can see it increases all spell power like potency and doesn't increase the unversal channel as it should.
