Is this a bug? DL Lead the charge + flight of kings cooldown

I noticed that Dragon lor flight of kings puts it AND lead the charge on a 15s cooldown

But Lead the charge puts Flight of Kings on a 4 second cooldown.

I'd rather neither put the other on cooldown personally but it seems inconsistent.

Flight of kings doesnt use wings, or any jumpy thing or anything.

It just... makes you run fast. That makes it pretty useless for clearing gaps.

Where are the wings and flight stuff? No wings, running fast is just silly looking.

huh? works like abundant step to me. never failed the actual jumpy part of this ability, the movement speed buff seems a bit irregular tho.
