Looking for a dual-slotted Celestial Leather

I'd prefer blue/green, but I can make anything work. The AH/Shard exchange is particularly empty of Celestial Leathers at the moment...

Does the Celestial give a better Dex bonus? It's not determined by item level?

At that level I would never use a crafted armour, but a named armour from a good set.
