Need to fix reaper throwing items turn in for fragments

Throwing items still can't be turned in for reaper fragments, you all have known about this for ages and it needs to be fixed.

This has been bugged for far too long, and Saal's spot on about it needing to be fixed.

After all, you recently changed it so we couldn't use level 1 or 2 items with reaper on them to get fragments, so fixing this should be easy peasy
