The devs want to slow down the pace of play, so here's an idea that will help more deliberate build elements like waiting for archers focus to stack or attacking from stealth

An active feat that charges up +100% damage to your next attack per second, up to 400%, and of course you can't move or take any action like most induction bars

This would actually reward you for slowing down and being more tactical than just hitting all your buttons on cd. It'd also give more value to long-cd special attacks since you could give up a few regular attack cycles to charge it up even more. It'd make dazes more valuable since you could leave them cced and charge up for a big helpless hit. And it would reduce the need to stack multiple versions of the same kind of attack (ranged aoe, whirlwind, etc.) to be able to count on them reliably in combat

devs- let's make daze a bonus thing so it looks appealing
also devs- let's give more things small area damage that breaks daze

I think this is a good approach to making more impactful abilities that don't directly result in simple power creep. A similar thing could be done with spell casting, maybe even a metamagic that behaves like a reverse of quicken to empower spells further or add special effects at the cost of increased casting time.
