Ranged Coup De Grace Appears to Be Broken

67 DC Coup on dancing and fascinated mobs, CR 16 in the Vale. Every single time I got a save using coup de grace, tested 20 times on trolls, elementals trogs and dogs. Not one Coup related death.

Would be great if a dev could look into
