Yes, they're the pack's main villains according to the Producer's Letter. I think this thread is asking for them to appear outside of the expansion.

Well if the past is any kind of prologue...we'll get Red Wizards and any of the new content in MD jam-packed into the next 3 content releases, then not see them used again for years
