In its current form, the caster Dil. is only marginally usable because some caster classes
do not have scroll vendors (druid) or you can't use the scrolls because you are supposed to have
a weapon in your hand instead (artificer), etc.
Here is my suggestion.

Rebuild the caster Dil. and replace wand usage and scroll usage with 1 or 2 spell slots.
(They are no longer considered that class for wands and scrolls)
These slots will be appropriate to the character level and level of the Dil.
Increase the cost to raise Dil to 2AP
The 1st tier of Dil. does not include spells (you have to pay for them on the half-elf tree)
Non-caster Dils are improved a bit to keep everything balanced and to justify the increased costs.
Give the Half-elf 1 or 2 slots per caster level. (They need to come up with the mana to cast on their own.)
All spells still have their appropriate restriction and cast failure chances.
(suggestion) Allow rogue Dil. to choose trap disarm skills but only at the cross-class price (2 skill points) and so on.

All racial abilities should be relevant in game (am sure other races also need to be adjusted)
this would help 'modernize' the half-elf to keep up with the evolution of the game.
