Nothing says, "(Bluff) Yaaarrrrr" like gold doubloons... err... rolls. So why not turn the daily gold rolls for VIP on during the event? It would sort of thematically go with the event and spice it up a bit. Also redo the loot table to make it more pirate theme during the event (could theme it during other events too).
The event duration is short enough that's players should recall why you turned it on and the timeframe. So there should be less blow back when you turn it off. Though maybe update the background of the roll screen or something.
Hmmm... maybe add a kobold sitting at a table with a dice game on the table to trigger the roll instead of the menu. That should make the temporary status more obvious. It would also bring people into the cove.
