I reported this around 3 months ago. Specifically, I have noted this issue in the Black Loch quest located in House Deneith.
When using Turn Undead on enemy mobs, any Zombie Wizards present will not be targeted by the ability.
They do not show up in the Combat Log when the ability is used and the message "No turn-able targets" is displayed on the screen.
I have found this is the same in both the Heroic and Epic versions of Black Loch.
I was thinking maybe they are being treated as "living" creatures in regards to turning undead. Just my guess.
