what about the bonuses for the downtime? are those going to be announced later or are they just turned on

you mean these ones posted here? Those are still active and from what I understand will continue as indicated, and I'm told the twitter version says this bonus and the downtime recompense stack with each other.

It does. It also means raids like LShroud provide insane epic XP for a first time bonus, and R10 LTS reaper XP with a first time bonus is outrageously good.

Yeah I'm confused, I thought the compensation bonus was only on from Apr 5-7...if I've been waiting for the weekend and its been active all this time then that makes me feel...well, significantly less recompensed

1% is from being VIP.
Only the 25% xp works on slayers. buddy bonus does not work for slayers
