How does the math add up to 172k? This is an honest question and I am curious.

1d6 + 10 per character level adds up to 512. Double for special mob makes it 1024.
Spell crit multiplies makes is x3 if you _really_ go strong, so ~3k.
Say 600 ranged/melee power and its 18k.
Add in debuffs for x3 (I doubt thats even possible) and its 54k.

Still missing another x3, and more likely x4-5, so what am I missing that scales this damage too?

It seems this effect gets a bonus both from mp/rp AND from sp. As it only mentions mp/rp that would appear to be a bug.

Say, napkin math
1d6+10 * 38 (my sorc is casting it at CL 38) is 500.
mp/rp (even as low as 300) is x4.
force sp could be x8 (I doubt this is WAI)
spell crit is x2.8 (with 80 spell crit mult)
special mob is x2
helpless is x1.85
a bit of debuff is x1.5

total is 500*4*8*2.8*2*1.85*1.5 = ~250k damage (or 166k without debuffs).

My well geared fire sorc is doing twice the damage with Orchid Blossom compared to Energy Burst. And thats pretty much without mp/rp.
