I don't think anyone has ever actually been banned for saying this. If they were banned for telling someone "Hi Welcome" it was only due to the ongoing harassment that was taking place and the use of the phrase to bully, antagonize, and harass, so the behavior not the words themselves. Saying "Hi Welcome" is fine, and part of DDO's meme history I suppose. Repeatedly posting after someone "Hi Welcome" every time the other person posts for weeks at a time is bannable, but again it's the behavior, not the words, and any words would have led to the same outcome.

IIRC, "hi welcome" was for a brief time, a few months, on the banned phrases list for game chat -- until the weird fad for harrassing people with that phrase thankfully came to an end.
